If this is a GitHub account, there isn't a way for you to identify who originally created it unless you already have evidence such as the original email address or account records. GitHub also won't expose another person's identity through the account.

If you believe the account has been compromised, the first priority is to secure it by changing the password, enabling two-factor authentication (2FA), and reviewing your account's recent security activity and connected devices or applications.

Also, an unfamiliar GitHub account does not by itself mean someone has access to your phone. Could you clarify what makes you think the account is connected to your phone? For example, are you seeing unexpected logins, unfamiliar emails, or changes on your device? That information would help narrow down the issue.
